It's Japanese Alice with Tweedledum and Tweedledee! (Pics of Japanese alice: [link] )
The two are lion brothers from a Kabuki show called "Ren Jishi" 連獅子 (a string of lions) Holding side hair (mane) is one of patterns of Renji-shi. The audience is also Kabuki characters, by the way.

more about 連獅子 just for Kabuki lovers
Ren Jishi is a story about a father lion and its child. Probably that story's known all over the world: Father lions kick their children down into cliffs, and the children try to go up back to become their true children. They play the story in a Kabuki dance show. This show's often played by kabuki- actors who are a father and a son. The father lion has white hair, and the child red hair. There're normally only two lions, white and red, in the stage. However, Ren-jishi is now Nakamura family's specialty and Nakamura Kanzaburou has two sons, so there're three lions, a white lion and two red lions, in their stage. [link] So I meant the two in the pic were Nakamura brothers.*^^*b Anyway, Renjishi's dance is pretty cool. I recommend the show!
